Dissertation – A Study of the Leadership Styles of U.S. Army Reserve General Officers.
A comprehensive mixed-methods study that utilized extensive surveying and interviewing to identify trends among the participants. This study has been shared with the Army Reserve General Officer Corps, and has generated over 20 requests to present and discuss the findings since December 2014.

Internship with the Commonwealth of the Bahamas, Nassau, to study their governmental history and development – from Crown Colony to independent nation. The report has been used by the Bahamian Ministry of Public Personnel as a discussion generating tool during their executive training sessions, as it incorporated interviews of government officials who were involved with the country’s transition from British rule to Independence.

PROFESSIONAL EXPERIENCE

University of Pittsburgh Medical Center (UPMC) – Pittsburgh, PA
Telemedicine Technology - Senior Manager – 2010-Present
Manage a 7-person team dedicated to expanding the use of telemedicine throughout the organization and setting the technical standards to be used enterprise-wide. The group is responsible for all the technology, platforms, training, education, and measuring the effectiveness of the telemedicine efforts throughout UPMC. The group works with Physicians to develop their ideas into realities – bringing desperately needed medical services to remote and underserved populations. Currently responsible for over $1,250,000 in yearly budget resources, equipment, and staff at 10+ locations.

Senior Project Manager – Senior Researcher - 2004-2010
Responsible for managing the day-to-day operational and budgetary activities related to several ongoing research projects in the Departments of Pathology and Ophthalmology. Coordinates the activities of the research teams to maximize their productivity and to identify areas for improvements.
 Instituted a project reporting system to quickly identify project status, current challenges, and upcoming activities.
 Initiated and completed a project examining the relationship between University of Pittsburgh Pathologists and Pathology Assistants that resulted in an 18% improvement in sample processing efficiency.
 Led two Telemedicine research studies in coordination with the U.S. Air Force – the combined budgets of the projects exceeded $2 million.
 Guided the organizations initial development of eVisits – the UPMC public facing outreach project that facilitates telemedicine activities.

Pittsburgh Military Entrance Processing Station – Pittsburgh, PA 2005 – Present 

Education Services Specialist
Responsible to liaison with over 350 High Schools and other educational organizations to facilitate the use of the Armed Services Vocational Aptitude Battery (ASVAB) Career Exploration Program (CEP). Conducts over 50 CEP counseling sessions per year to High School students, providing insight and career guidance during these instructional sessions. Utilize the CEP website and employment search engines/data bases during instruction sessions to High School students. Complete more than 100 yearly relationship-building meetings with High School Guidance Counselors, Principals, and other school officials. Attend and present program information to School Boards and other decision making groups on a routine basis.
 Flexible schedule allows for conducting educational presentations at times that are most convenient to include evenings and weekends.

Pennsylvania Department of Transportation (PennDOT) – Harrisburg, PA 1994 - 2004
Driver Safety Division Manager – 1999-2004
Managed the receipt, storage, confidentiality, and accurate processing of over 120,000 driver records per year. Oversaw the hiring and training of managers, supervisors, and clerks who worked in the Division – 47 full-time State employees. Developed the work plan, contract, and managed the $5 million per year PA Motorcycle Safety Program (MSP) budget. Supervised the training and licensing of all 45,000 school bus drivers in the Commonwealth. Managed the PennDOT Medical program to include all 60,000+ highly confidential records. Contracted for all driver safety research for the Department. Reported directly to the Director of Driver Licensing.
 Reduced overtime in the School Bus Unit by 50% through employee cross-training and other initiatives saving the Department over $18,000 in direct costs the first year.
 Implemented an internal check and balance program to validate all correspondence in the Medical Unit that increased accuracy and reduced customer complaints by 80%.
 In 2003, the Motorcycle Safety Program taught more students (21,000+) at the lowest cost per student trained in the programs’ history. That year, the program won the Motorcycle Safety Foundations National Award of excellence. Additionally, the MSP won the award in 4/5 years during my tenure as the program manager.
 Directed and budgeted for the hiring and training of over 300 temporary employees per year who were instructors for the MSP. Implemented a Customer Service Index (CSI) for the program to obtain customer feedback and perceptions of the program.
 Developed a new MSP online and telephone class registration process that reduced customer complaints by 90% per year.
 Contracted for and led the re-write/update of the PA Driver’s Manual and Young Driver Training materials (How to Steer Them to Safety) which is still in use today.
 Established a Mature Driver Safety Committee that implemented several creative training programs to assist our most senior drivers maintain their mobility.

Planning and Research Division - Research Program Manager – 1994-1999
Responsible manager for over $2 million in transportation research project contracts for the Department. Coordinated all national and regional cooperative governmental projects. Developed and led an internal audit program in conjunction with the Federal Highway Administration to ensure fiscal accountability on all projects.
 Principal Investigator of the $1.2 million Research Partnership Agreement with Penn State University. Managed the completion of over 60 research projects during the 5-year agreement.
 Associate Director of the $5 million Local Technical Assistance Program (LTAP) that won several national awards for excellence. Developed the curriculum for several of the courses taught to local municipal officials in the “Road Scholar” certification program, and conducted seminars to newly elected and appointed officials on a monthly basis.

U.S. Army Reserves – 1992-Present
Major - Observer/Controller-Instructor, Coraopolis, PA - 2013-Present
75th Training Command, Atlantic Division
Lead training activities to deploying military units to prepare them for missions. The courses taught focus on Mission Command activities and are aimed at the Battalion level and larger organizations. By providing instruction to the deploying units’ Command team and senior leaders on the “right” way to manage their organization, they have a clear reference point and understanding of the most effective techniques to ensure success. Effective communication, delegation techniques, leadership skills, and other topics are presented in very interactive ways to build the units’ capabilities.
Military Historian – 2011-2013
Letterkenny Army Depot, Chambersburg, PA
Led a 3-man unit in the ongoing collection and documentation of historically-relevant military equipment, events, and records.
 Conducted and recorded over 150 interviews with soldiers, family members, and others to document their military experiences. These interviews were sent to the U.S. Army Center for Military History and are preserved for future use.
 Was the subject matter expert and led 3 tours of Bushy Run Battlefield and 2 of the Gettysburg Battlefield to Army senior leaders. These educational activities were designed to build camaraderie and understanding of our shared American military history.

Senior Logistics Officer – Left Behind Equipment Program – 2008-2010
Mannheim, Germany 2008-2009
Livorno, Italy 2009-2010
Responsible for managing the federal Left Behind Equipment (LBE) Program that is designed to ensure all equipment not taken to theater is maintained and brought to the highest level of readiness for future use. In Germany, worked as the U.S. Army Contract Officer Representative (COR) over Honeywell Corporation and ensured their staff maintained positive control over $108 million in military equipment. While in Italy, established an internally-run LBE organization and managed military and civilian staff. Applied the first-hand lessons learned in Germany to the Italy mission, and ensured all $270+ million in “South of the Alps” equipment was maintained completely, repaired efficiently, and available to the returning soldiers immediately upon their return to their home Base.
 Completed the two year mission in Germany with zero equipment shortages and received the highest evaluation ratings of all Captains’ in the Command.
 While in Italy, received commendations from the 173rd Airborne Brigade Combat Team (Vicenza, Italy) and Army Field Support Battalion (Livorno, Italy) for outstanding service.
 In 2010 completed the Lean/Six Sigma program through the U.S. Army and earned the Green Belt Certification for developing an automated inventory processes that utilized equipment already on-hand in Italy. This program resulted in zero equipment shortages or losses occurring during the 2 years managing the $270+ million in materials.
 Selected for promotion to Major early (Below the Zone) in 2010 based on high level of productivity and recommendations from superior officers.

General’s Aide to Major General William Waff – 2005-2008
Pittsburgh, PA
Ensured complete support was achieved for the Deputy Commanding General of the 99th Regional Readiness Command during all of his military activities. Responsible for the safety, security, and all logistics for the General were completed in the most efficient, thorough, and timely manner.
 Completed all tasks associated with the General’s trip to Puerto Rico in 2006 to attend a soldier’s funeral. Acted as liaison with the local military officials and utilized Spanish-speaking ability to ensure the safety and security of the General.
 Coordinated the safe travel and ensured all mission details were planned for and completed in over 75+ temporary duty assignments over this 2+ year assignment.

Company Commander 339th Combat Support Hospital – 2003-2005
Pittsburgh, PA
Selected to be Company Commander of a 200-bed medical field hospital. Managed the receipt, storage, and usage of over $8 million in military equipment. Developed long and short-range strategic training plans to ensure unit readiness. Served as mobilization, safety, and hazardous material officer prior to being named Commander. This Headquarters Command was comprised of over 250 soldiers.
 Earned Meritorious Service Medal while achieving 100% accountability of military equipment during the unit change of command inventory in 2005.
 Led the Preventive Maintenance mission and utilized Spanish speaking abilities during the units’ medical mission to La Paz, Bolivia in 2004.
PSYOP Team Chief - 303rd Psychological Operations Company – 1992-2001
Pittsburgh, PA
As part of the Special Operations Command, deployed to the Republic of Haiti in 1995 and to Bosnia in 1999-2000. Promoted from Specialist to Staff Sergeant during tenure with Unit, culminating in final 2 years as Platoon Sergeant and acting 1st Sergeant.
 While deployed to Haiti completed an area study that was used as the model for all others in the Command. The area study included 20+ interviews of Haitian officials, local government budget reports and analysis, and a review of the bureaucracy of the various locales in the area of operation.
 Earned Meritorious Service Medal while deployed to Bosnia. Slotted as the Psychological Operations Officer responsible for liaison with the 10th Mountain Division Command; position requirement is normally a Major or Captain, but completed assignment as a Staff Sergeant. Duties included intense battle tracking of 12 Psychological Operations teams in theater and reporting daily activities at morning and evening update briefs to the Executive Officer and/or Brigade Commander.
 Recommended for and received a Direct Commission to 2nd Lieutenant in 2000. 4

U.S. Army Reserves – 75th Training Command, Atlantic Division - 2013-Present
 Conduct Mission Command Seminars to prepare Battalion level and above staff organizations
for mobilizations and deployments. Courses include the Military Decision Making Process (MDMP), Knowledge Management (KM), Command Post Operations, Defense Support of Civil Authority Missions, and Civil/Military Operations.
 Instruction is provided to deploying units throughout the year on an ongoing basis. 

Biography

Dr. Michael Kistler is the Director of Carlow’s new Healthcare Data Analytics Program. He has held leadership positons within Health Care at the University of Pittsburgh Medical Center, The University of Pittsburgh, Pennsylvania State government, and in the U.S. Army’s Medical Service Corps. Dr. Kistler’s undergraduate degrees were earned at the University of Pittsburgh, with his Master’s and PhD being completed at Indiana University of Pennsylvania. Dr. Kistler is also an Associate Professor in the Healthcare Data Analytics Program, with prior adjunct teaching experiences at Alvernia University, the University of Maryland, and at numerous Community Colleges throughout Pennsylvania. In addition to Health Informatics, Dr. Kistler’s research and interests include Sociology, Public Administration, and Leadership studies. His mixed methods Dissertation investigated the leadership styles and best practices of U.S. Army Reserve General Officers, and his findings have been shared with various organizations throughout our military.

An Examination of the Leadership Styles of U.S. Army Reserve General Officers.
This study was designed to identify the key leadership factors, characteristics, and qualities that the United States Army Reserve General Officer Corps believes are the most critical to success. The Generals highlighted what they believed are the most important leadership skills including communication, the empowerment of their staff, networking, and the ability to listen – for all soldiers, and also identified those that were most critical to their personal career ascension.
 Assisted with the conducting and research of numerous research projects from 1992 until present. The majority of those efforts were published in trade and professional journals.
